No, unless you have rooted device. If you have, you can copy data to /data/data/ (if you don't have there is still way around using Freeciv for Android debug console, but this is a bit complicated).

I originally had a archos arnova (this did not have googleplay store), I installed Freeciv for android through a website and was the able to transfer the unit graphics I use for my windows version of the game and adjust the relevant files which allowed me to use my preferred unit graphics.

I have since gotten a Samsung galaxy with Googleplay store and installed freeciv through the store but was unable to do as I did with the earlier example, I was unable to find any files to edit in the folder. Is there any other way to use my custom unit graphics?
