I may be wrong but I'm almost sure that in common rulesets allies' territory is considered "away" while Allied cities are safe and units inside will not produce unhappiness for the governments it applies to.

The Civ2-3 Readme say all above and including Monarchy.

Not sure about diplomats. As for other unit hapines, bear in mind that it only applies to certain governments, like democracy and republic.

Another question: do your citizens become unhappy if you send your units to your ally's territory (and cities)?

Ok, thanks.

Maybe related to this, but I just checked for Diplomat, and it says "Upkeep: 1 unhappy". Does this mean that Diplomats far from home make citizens unhappy? WTF? What's the use of a diplomat *at* home?

Away means outside borders.

Field units are units flaged with special flag - field unit. i.e. missle, nuclear, heli (I think), if unit is field unit it is stated in help in unit description.

Interesting question. I don't have the answer, but am anxious to hear what the definitive answer is in this case.

A clarification, please.

Under advanced governments citizens are unhapy if military units are

- away from a city

or

- outside of national borders?

I have found conflicting answers to this.

Also, from Help menu, under Democracy: "* Military units away from home and field units will each cause 2 citizens to become unhappy." What is the difference between "military units" and "field units"?

Also, from civ2-3 ruleset: "- The cost of each Tech is equal to the number of Steps needed to get the tech (Tech Cost = Base Cost * Number of Parents)."

Instead of "parents" should it say "all ancestors", perhaps?

Nope. I checked and a cavalry with "regular" 4mp against a diplomat on a plain use TWO mp to slaughter him, so he can safely kill 2 diplomats in 2 different tiles.
The reason, if I'm not wrong, is that yes, there's a movement multiplayer but this affects only "movement" and not other actions such as attacking, so the cavalry can attack 2 times, as in regular ruleset. Don't know if with Tribal, cavalry and other units gain one more attack chance along with the 1mp bonus. I bet not, though.
