Note: if it is disabled, the only sensible thing is to penalise tech conqueing and stealing as much as possible (100% penalty for conquer, 50-100% for stealing).

Also, in this case, technology cost should be decreased to compensate for a slower game. At the moment, the reasonable reduction seems to be at 50%, but it can be discussed.

Cost decrease is not necessarily needed even with disabled trade. As I said previously, we were playing with unbalanced tech cost for map size, tech shouldn't have cost that little to begin with. So if tech trade remains (as I'd like it to), tech cost could potentially double or triple depending on number of players. (wee optionally we could decrease tech cost for level 1 techs to get a faster start, maybe)
