Freeviv 2.0.9 to 2.2.4 problems

As I stated in the single play forum I experienced problems when loading my old and still unfinished game from ver 2.0.9 to 2.2.4, the problems is alot of cities goes disorder since I play with 25 size maps there ate about 1000 cities and I have about 50% of it. Whai I want to ask is what the difference between :
1. Empire_Size_Base and Empire_Size_Step in 2.2.4 (effects.ruleset)
2. empire_size_mod = -3 empire_size_inc = 0 in 2.0.9
(goverments.ruleset)
'Cos I think because Empire_Size_Step is 12 then every 12 cities I have from 12+12 is make unhappy citizen while in 2.0.9 empire_size_mod and empire_size_inc has no function

To be honest, I'm surprised you can actually load a 2.0 savefile in 2.2.
Have you tried making a copy of the default ruleset, editing the savefile to point to the new ruleset directory and then changing the values of the various empire size effects?
Did you check on the happiness tab of a disorderly city if there is something else also causing unhappiness?

You got first unhappy citizen because of empire size when you had server setting cityfactor (default 14) + empire_size_mod (-3) = 11 cities. As empire_size_inc was disabled (set to value 0), you got no additional unhappiness because of empire size.

So, to reproduce your 2.0.9 rules, you need to set Empire_Size_Base to 11 and Empire_Size_Step to 0.

Oh thanks, that's why some of cities going disorder 'cos I set empire_size_step to 16thats will create unhappy citizen every 16 cities I got, thanks I've fixed it now. Btw how about corruption is the biggest factor (20) is low or 10 is lower corruption ?
